Subscribe the `sender` to changes (appended events) for a specific `tag`.
Used by query-side. The journal will send TaggedEventAppended messages to
the subscriber when `asyncWriteMessages` has been called.
Events are tagged by wrapping in Tagged
via an IEventAdapter.
